Rio runs rings around Obama

After a little fumbling with the envelope, the head of the International Olympic Committee has just announced the venue for the 2016 Olympics – Rio de Janeiro. It all seems a confirmation of the mood of the moment – Brazil is deeply fashionable and on the way up; and the shine has come off Barack Obama, who turned up in person to lobby for Chicago – only to see his home town eliminated early.
Poor Obama, he really didn’t deserve this. I bet he now regrets going all the way to Copenhagen to lobby for Chicago. His great trump-card was meant to be his global popularity. But the International Olympic Committee had no trouble in brushing him aside. I’m afraid this is all going to play into the gathering conservative narrative in the US of Obamas a naive dupe, who grovels in front of foreigners – and gets nothing back in return. It seems to be setback after setback for the US president at the moment – health-care, Iran, the Afghanistan mess, unemployment up at nearly 10%.
As for Brazil – never has the country been so fashionable. The Brazilians are hosting the World Cup in 2014 and now the Olympics, two years later. They provide the first letter of the much-touted group of emerging economic superpowers – the BRICs. They are key members of the G20. In Lula, Brazil at last has a leader who is a recognised global figure. He gave the lead-off address at the UN General Assembly last week. (Just before Obama, symbolically enough.) And Brazil has also just discovered massive reserves of offshore oil. Oh lucky country!

The Olympics

And the loser is … The International Olympic Committee on Friday chooses the host city of the 2016 summer games. The leaders of Chicago, Tokyo, Rio de Janeiro and Madrid are desperate to win. Should they be? Many in Athens, for example, are ruing the $9bn their city spent (initial budget: $2.4bn) for a fortnight in the Olympian sun five years ago and jokingly advise London to hand over the 2012 games to China.
Economists have long been puzzled why cities jump to host the Olympics. The tangible (read measurable) benefits are hardly game changing. The Atlanta Games gave the city a boost of $5bn, according to one academic study.
Costs, on the other hand, are all too obvious. Montreal has only just cleared its debts on the 1976 Olympics. China’s chest-thumping spectacular last year cost $40bn. Even the benefits are expensive. Economists Robert Baade and Victor Matheson estimate the 24,700 jobs created by the Atlanta games cost the city and state $64,000 per head. And a host of studies show that the money generated by the event itself is merely diverted from spending elsewhere in the city and beyond.
Such pessimism, however, may be too narrowly focused. A study by the Reserve Bank of San Francisco shows that trade is 30 per cent higher for countries that have hosted the Olympics. Even better, just bidding gives a similar boost.
The paper offers that by showing a willingness to host a massive international event countries signal to the world they are ready to do business. But such justifications are hardly needed these days. Whoever wins can simply file the Olympics under “stimulus spending”.

Durma com um barulho desses, FHC!
Tenho uma amiga carioca que está perto dos 80 anos. Ela estava na maior torcida. Liguei pra comemorar com ela e brinquei dizendo que agora ela tinha a obrigação de ficar viva pelo menos até as olimpÃadas.
Eu não vejo como essa decisão de trazer a olimpÃada não será boa para o Rio.
Lula diz que com a pretensão de sediar e depois a vitoria o tal complexo de vira-lata acabou. Entretanto se não existe evidencias de que financeiramente o evento vale a pena, se na verdade a maioria dos estudos sobre o assunto aponta o contrario então a conclusão mais realista é de que a prentensão, o apoio maciço e depois a celebração da vitoria revela que o tal complexo de vira-lata esta mais vivo do que nunca já que como disse Sergio Cabral “precisamos disso para nossa auto-estima”.
Isso é coisa de vira-lata.
O Rio e o Brasil não estão sozinhos nisso é bom dizer já que Madrid, a Espanha enfim, foi o unico dos outros pretendentes cuja população apoiou a pretensão mesmo que a matematica recomendasse o contrario. São os vira-latas europeus, o melhor aqueles que precisam sempre provar que são tão europeus quanto os verdadeiros europeus do norte.
Um economista certa vez descreveu o subdesenvolvimento como uma doença mental. Ele não poderia estar mais certo: o Brasil é a prova disso. O mais difÃcil é superar a inércia cultural. E não há coisa que mais me irrite no brasileiro do que essa auto-estima inabalável. O brasileiro é, possivelmente, o ser mais superficial do planeta. Precisamos parecer ser, acima de ser. Daà essas idéias de OlimpÃadas, Copa do Mundo, o pétróleo é nosso, 50 anos em 5, assento no conselho de segurança da ONU. Qualquer um que se proponha a analisar friamente um investimento, deve considerar o retorno do mesmo, além de compará-lo ao custo de oportunidade. No Brasil o custo de oportunidade é bem alto: investir em educação, saúde, transportes, etc… acho válido discutir se as OlimpÃadas são ou não um bom investimento. Mas não foi o que aconteceu, o que houve foi uma boa dose de adesismo, passionalidade mesmo. e se vc é cético, é pq está contra os interesses nacionais, ou pq é pequeno, mesquinho, ou qualquer outra bobagem do gênero.
